Dutch part of updated EMCS expected to go live by 1 Oct 2023

The Excise Movement and Control System (EMCS) is a computerised system for monitoring the movement of excise goods under duty suspension in the EU. The Dutch part of the updated version of EMCS is only expected to be ready by 1 October 2023 instead of the original deadline 13 February 2023. The system is being updated to the new legislation as well as undergoing a full system renewal.

This means that for the period in between alternative solutions are being considered by Dutch Customs. Technology-based solutions are favorable but also paper forms might be introduced before the system can be used again digitally. Systems of other EU member states that are operating in time, would not be able to exchange any messages with the Dutch part of EMCS.

Poldertrade recommends companies involved in the movement of excise goods in the EU to review the new rules and internal procedures as well as monitoring the developments on the Dutch part of EMCS.
